In 2022, the Health and Care Act gave the Care Quality Commission a new role. The Care Quality Commission now checks how well councils are delivering their duties under the Care Act 2014.

Hull City Council’s Adult Social Care services, and other parts of the council, were assessed by the Care Quality Commission in May 2025. The final report was published on 24 October 2025.

What the Care Quality Commission said

Hull City Council was given an overall rating of “Requires Improvement”, with a score of 50%.

The Care Quality Commission assessed nine areas.

2 areas required immediate improvement -

  • Assessing people’s needs
  • Supporting people to live healthier lives

2 areas were rated good -

  • Safeguarding
  • Working with partners and communities

5 areas had some strengths, but also room for improvement.

The main concerns

The Care Quality Commission found that -

  • some people are waiting too long for assessments and reviews
  • more needs to be done to support people to stay healthy and independent

What is working well

The Care Quality Commission also recognised important strengths in Hull, including -

  • strong safeguarding arrangements
  • good partnership working with other organisations
  • innovative services such as the Integrated Care Centre
  • The Changing Futures Programme, which supports people with complex needs

What happens next

Because two areas were rated as requiring immediate improvement, the Care Quality Commission notified the Department of Health and Social Care under Section 50.

The Improvement Plan focuses on -

  • reducing waiting times for assessments and reviews
  • improving care planning
  • making people’s experience of our services better

The plan is currently being approved by the Hull Health and Care Partnership and will be published on this page once it is agreed.
