Safeguarding means protecting adults, especially those who are at risk, to live a life free from abuse and neglect. 

An ‘adult at risk’ is potentially someone who: 

  • has care and support needs 
  • is at risk of or experiencing abuse and neglect 
  • is, as a result of their care and support needs, unable to protect themselves from either the risk of, or experience of, abuse and or neglect
